Articulation between planning and budget, citizen approval and perceived public value in Andean local governments

Contexto: La articulación entre planificación y presupuesto, mediada por la aprobación ciudadana, constituye un factor decisivo en la generación de valor público percibido en gobiernos locales andinos. Objetivo: Determinar la relación entre la articulación de la planificación y el presupuesto municipal y el valor público percibido por la ciudadanía en el gobierno local de Wánchaq, Cusco, Perú, durante el período 2019-2021. Metodología: Se empleó un enfoque cuantitativo, con un diseño no experimental transversal con muestra estratificada proporcional de 382 ciudadanos. Resultados: Muestran que la articulación plan-presupuesto explicó 12% de la varianza del valor público percibido y, mediante la aprobación de gestión (β=.420, p<.001), alcanzó 28%. La mediación parcial representó 44.3% del efecto total, mientras la moderación educativa redujo el impacto (β=−.15, p<.01). Conclusiones: La articulación plan-presupuesto, junto con la aprobación ciudadana, constituye condición necesaria y suficiente para generar valor público percibido; esto confirma la robustez y pertinencia.
Background: The alignment between planning and budgeting, mediated by citizen approval, is a decisive factor in generating perceived public value in Andean local governments. Objective: To determine the relationship between the alignment of municipal planning and budgeting and the public value perceived by citizens in the local government of Wánchaq, Cusco, Peru, during the 2019-2021 period. Methodology: A quantitative approach was employed, using a non-experimental, cross-sectional design with a proportional stratified sample of 382 citizens. Results: Findings show that plan-budget alignment explained 12% of the variance in perceived public value; when factoring in approval of the administration (β=.420, p<.001), this figure rose to 28%. Partial mediation accounted for 44.3% of the total effect, while the moderating role of education reduced the impact (β=−.15, p<.01). Conclusions: Plan-budget alignment, combined with citizen approval, constitutes a necessary and sufficient condition for generating perceived public value; this confirms the robustness and relevance of the relationship.
