La informalidad en el mercado de combustibles líquidos en América Latina es un fenómeno que va mucho más allá de la evasión fiscal o de simples actos de contrabando. El objetivo de este estudio es analizar las dinámicas de informalidad en el mercado de combustibles líquidos en América Latina y sus implicancias para la seguridad energética, identificando retos y oportunidades para una transición energética justa, inclusiva y sostenible. El enfoque es cualitativo, tipo exploratorio y descriptivo. Bajo lineamientos del protocolo PRISMA. La búsqueda se realizó en bases de datos como Scopus, Web of Science, Google Scholar, seleccionando 43 estudios para la revisión. Los resultados indican que las políticas públicas deben combinar subsidios focalizados y temporales con monitoreo electrónico y precios escalonados para minimizar impactos sociales negativos. Se concluye que las estrategias deben ir más allá de la sanción, promoviendo alternativas sostenibles que fortalezcan la seguridad energética y reconozcan la dignidad y agencia de las personas en situación de informalidad en América Latina.
Informality in the liquid fuels market in Latin America is a phenomenon that goes far beyond tax evasion or simple acts of smuggling. The objective of this study is to analyze the dynamics of informality in the liquid fuels market in Latin America and its implications for energy security, identifying challenges and opportunities for a just, inclusive, and sustainable energy transition. The approach is qualitative, exploratory, and descriptive, following the guidelines of the PRISMA protocol. The search was conducted in databases such as Scopus, Web of Science, and Google Scholar, selecting 43 studies for the review. The results indicate that public policies should combine targeted and temporary subsidies with electronic monitoring and tiered pricing to minimize negative social impacts. It is concluded that strategies should go beyond sanctions, promoting sustainable alternatives that strengthen energy security and recognize the dignity and agency of people in informal situations in Latin America.
