Modelos, perspectivas y prácticas clave de la gestión municipal: Una revisión sistemática
Key models, perspectives, and practices in municipal management: A systematic reviewContenido principal del artículo
El objetivo del estudio fue sintetizar la evidencia reciente sobre los modelos, perspectivas y prácticas clave de la gestión municipal, identificar brechas y derivar implicancias para el diseño y la evaluación de políticas locales entre 2018 y 2025. La metodología utilizada fue de revisión sistemática en tres bases de datos como Scopus, Web of Science y SciELO, aplicando criterios de inclusión se sistematizaron 50 artículos. Los resultados evidencian la consolidación de modelos híbridos que combinan elementos de la Nueva Gestión Pública (NGP), la gobernanza en red y el Nuevo Servicio Público (NSP), junto con una fuerte incorporación de innovaciones digitales. Los aspectos más relevantes fueron eficiencia/desempeño, transparencia/gobierno abierto, participación/co-producción y sostenibilidad/resiliencia. Las prácticas más efectivas se relacionaron con la gestión del desempeño, la digitalización y la coproducción, aunque condicionadas por capacidades institucionales y marcos normativos. En síntesis, la gestión municipal requiere consolidar modelos adaptativos orientados al valor público.
The objective of the study was to synthesize recent evidence on key models, perspectives, and practices in municipal management, identify gaps, and derive implications for the design and evaluation of local policies between 2018 and 2025. The methodology used was a systematic review of three databases: Scopus, Web of Science, and SciELO. Applying inclusion criteria, 50 articles were systematized. The results show the consolidation of hybrid models that combine elements of New Public Management (NPM), network governance, and New Public Service (NPS), together with a strong incorporation of digital innovations. The most relevant aspects were efficiency/performance, transparency/open government, participation/co-production, and sustainability/resilience. The most effective practices were related to performance management, digitization, and co-production, although they were conditioned by institutional capacities and regulatory frameworks. In summary, municipal management needs to consolidate adaptive models oriented towards public value
