Governmental strategic model to reduce family violence and violence against vulnerable groups in Latin America

La violencia familiar y la violencia contra grupos vulnerables constituyen un problema persistente que afecta la gobernabilidad y el desarrollo social en América Latina. Este artículo empírico tiene como objetivo proponer un modelo estratégico gubernamental orientado a reducir estas formas de violencia, con énfasis en la formulación de estrategias y políticas públicas aplicables a nivel territorial. El estudio se sustenta en el análisis de registros administrativos del Observatorio de Seguridad Ciudadana de Tumbes, que permiten identificar la magnitud, distribución y tipología de la violencia familiar en un contexto regional específico. Los resultados evidencian una alta concentración de casos en mujeres, el predominio de violencia psicológica y física, y una focalización territorial en zonas urbanas con mayores niveles de vulnerabilidad social. Sobre esta base empírica, se analizan experiencias desarrolladas por observatorios de seguridad ciudadana en América Latina como referentes de buenas prácticas institucionales. A partir de estos insumos, se estructura un modelo compuesto por cuatro ejes estratégicos orientados a fortalecer la prevención, la atención a víctimas, la capacidad institucional y la gestión de información para la toma de decisiones.

Family violence and violence against vulnerable groups constitute a persistent problem that affects governance and social development in Latin America. This empirical article proposes a governmental strategic model aimed at reducing these forms of violence, with an emphasis on the formulation of strategies and public policies applicable at the territorial level. The study is based on the analysis of administrative records from the Tumbes Citizen Security Observatory, which allow for the identification of the magnitude, distribution, and typology of family violence within a specific regional context. The results show a high concentration of cases among women, the predominance of psychological and physical violence, and a territorial concentration in urban areas with higher levels of social vulnerability. Based on this empirical evidence, experiences developed by citizen security observatories in Latin America are analyzed as references for institutional best practices. From these inputs, a model composed of four strategic axes is structured, aimed at strengthening prevention, victim assistance, institutional capacity, and information management for public decision-making.
